Sorry, but you clearly haven’t tested these services. PureVPN is constantly getting blocked, they are unable to keep up. I subscribed to their dedicated IP and was blacklisted rather quickly because Pure doesn’t give you a clean IP to use and good luck getting another IP from them.

ExpressVPN is the same. NowTV and iPlayer pick it up almost immediately and block content. NowTV also registers a log-in for about 30 minutes, meaning after changing locations a couple of times to find an unblocked one, you will reach your ‘max number of devices limit’ and not be able to watch anything anyway.

That’s weird. I’ve just tested NowTV and BBC iPlayer with ExpressVPN and both worked without any issues.
Not sure what you mean about the changing location thing. Max number of devices (NowTV allows 6 separate devices) is separate to your IP address and location. NowTV doesn’t limit the number of times you can use the same device in different locations (IPs).
For example, if you were watching NowTV on your phone at home (connected to your home wifi network), then commuted to work (mobile data), then watched at work (office wifi) your device will have used three separate IPs. NowTV cannot ban users for this, as it’s typical behaviour.
