The simple answer is because there’s not an official ExpressVPN app available on the Apple TV App Store.
This is because Apple hasn’t allowed ExpressVPN (or any VPN provider), to put its app on the Apple TV store.

The good news here is that there is a workaround that, er, works.
If you have an ExpressVPN account, you can use your DNS settings to unblock US Netflix, BBC iPlayer, Hulu (etc.) on your Apple TV.

That’s because the IP address that your streaming app sees (belonging to VPN server) will be different from the IP address your Apple TV is using (your home router). To cast content from an Apple device to Apple TV, the IP addresses need to match.
